There's should be a program in every State in USA that can work with Social Security and get a list of all retirees over 60 in every state, call then to find out if they are homebound and provide services to them. This is quite common in the UK. Most schools up until about 30 years ago had caretakers that lived on site in house. When that was all stopped by the government and everything was privatised and contracted out to companies the properties became empty. Most went into disrepair and have now been knocked down.
